serialized deployment with VIP

We are considering a purchase of VIP subscription licenses for Acrobat Pro DC, but we do not want 200+ users to have to create adobe ID.

Is it possible to manage our deployment with serial numbers?

My licensing knowledge is limited, so I'm trying to get more info. In the meantime, see: Find information on Adobe's Volume Licensing plans.

The VIP program (redundant), doesn't provide licenses, so the answer to your question is No. On the other hand, you can do named user deployments with the enterprise console which (I think) allows you to manage access yourself so that end users don't have to create Adobe IDs.

Again, the FAQ doesn't speak to this scenario and may be out of date. I'll post back with more info when I get it. Perhaps someone with more knowledge in this area will post.

Here's the answer.

Apps licensed via the VIP is supported on App-V with named users (you don't get serial numbers/licenses), but an org still has to assign entitlements to identities in the enterprise dashboard. End users would then use that identity to either sign in to App-V or sign in to Acrobat (hosted on App-V), and Acrobat would then honor that entitlement associated with that identity.

These identities do not have to be Adobe IDs. The dashboard supports enterprise IDs and federated IDs.
