Shared company storage is several TB, but users still limited to 1TB each?

I guess I don't understand how comapny storage allotment works. I have one employeee that just hit 1TB and is getting full storage messages and can not save more to cloud. For reference, user has uploaded conten from several photoshoots in Lightroom CC.

I thought this wasn't a limitation now that company storage is pooled (we have several TB free).

According to the following article, you should have a pooled quota across organisation as you expect.

Calling the 800 support number offers very specific product support options, but no cloud storage support option. I guess I could choose the Lightroom support option, but that isn't really the issue, it is Cloud Storage. Clicking the various support options in the admin console either asks me to log in again or puts me to a useless chatbot.
