shared device license transfer in a university

Hello All,

I work for a university deprtment and we have a set of shared device licenses that I need to pull from some computers and put them on other ones. I am assuming I have to deactivate a seat and then download on a new machine? How does one go about doing that? If not that, then what do I do?
