Signing of customer internal request

Hi,

we are Polish Local Governemnt Unit and I got invoice for Adobe services, all aplications of Creative Cloud correctly. To make a payment for this invoice I had to make our internal request as we always do such documents for outside payments. The problem is as it found out that our Adobe custodian refuses to sign this document saying that he is not allowed to do it. Is there any chance to solve this? Without that I can't make payment and use Adobe services. Could you please guide me to any polish department or anyone who can actually sign documents? thank You in advance
