Teams license: more than 2 computers for one user

I see that a Teams user may sign on to two computers but use on only one, exactly like the retail product. My question is: how can an administror solve the problem of a user who wants to be signed on to three or more machines (for their own use) at a time? Can licenses be accumulated for a user (two machines per purchased license) - I know this does not work for retail licenses? Or is it necessary to set up a second Adobe ID for each two machines used by the same person, who does not find it convenient to sign off and on?
