Can enterprise versions of Adobe Professional XI be transferred from an older pc to a newer pc without purchasing the software again? Are there situations where your answer will change?

Sorry for the delay. We apparently have a "government version" of Adobe Pro that is not transferable from PC to a different PC and I am being told by our IT department that we would need to purchase a new license before we can install it on another computer. Please advise if this is accurate.
