Can anyone tell me what this error code means?  I have looked on the adobe forums but cannot seem to find an answer.

    Had the same issue. For me, it was that XD (and Dimension, maybe others) require Windows 10.

    I have tried all the suggested methods.  I am using it as a device based license, not user if that helps at all.

    do you have a single user license, or do you have an enterprise license?

    I am trying to deploy on Windows 7.  I have tried this on a fresh install of windows 7 and it still gives me this error.

    did you download the cc desktop app from here https://creative.adobe.com/products/creative-cloud

    did you install it in the default location?

    are you trying to deploy or use an enterprise installation?

    if not,

    uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

    then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

    clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

    restart your computer (don't skip this)

    reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.

    if you're unable to install the cc desktop app at this stage, use an administrator account (solution 3 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

    use the desktop app to install your cc programs/trials
