Unable to Add user to License

We are attempting to assign users to the Existing Adobe DC licenses in our ORG. but we have been unable to add anyone new for a while.

When we go to add someone we get errors like these :

Please note we have tried to add Several different Users in our ORG, but get the same errors everytime.

Please let me know if you need any other info.
