Unable to adjust licenses

Hello. We're currently in our renewal period but when I try to adjust any of our licenses, I get a grayed out box that I can't click on. I tried contacting adobe support by chat, but they were unable to assist and didn't have any solutions to offer, hoping someone here may have encountered this and have a solution.
