Unable to create a working Fireworks.pkg

I am trying to deploy Fireworks CS6 to our student Macbooks running 10.11. I have repeatedly tried to create the package but every one of the packages fails to install because they are missing the actual installer. I am using CCP 1.11 but the earlier version failed to create a working package as well. Does anyone have any idea of how I can resolve the issue?

    Unfortunately fireworks is not compatible with more recent Mac OS versions.
