Unable to install serialized package on win10 enterprise 2015 LTSB - Error 190

I see in the logs

Error 190 indicates that there are applications in your package that are not compatible with the versions of Windows you have.

Please note the system requirements for Adobe XD - for Win 10 you need Windows 10 Creators Update (64-bit) – Version 1703 (build 10.0.15063)

For Adobe Dimensions the following is advised - Windows 10 Anniversary Update (64-bit) - Version 1607 (build 10.0.14393) or later
