Unable to migrate from Business IDs to Federated IDs

A few montsh ago we were in the middle of migrating our Adobe ID users to Federated IDs, when Adobe decided to move our remaining Adobe ID users to Business IDs - Business IDs apparently could not be migrated at the time. The suggestion from Adobe support was to create new Federated users, and manually migrate their assets - in some cases, this amounts to several GBs of data - not a feasible solution.

Adobe claimed that someone in our organisation agreed to this move, but cannot identify who exactly, say they couldn't reverse the process back to Adobe IDs, and won't engage to find a solution.

 

So can anyone suggest a way to migrate our remaining Business ID users to use a Federated account, without expecting the user to spend hours copying data?

I did log several support tickets (they kindly keep closing them, without resolving the issue), but they said:

1. You cannot migrate from Business IDs to Federated IDs
2. The move from Adobe IDs to Business IDs is irreversible

3. Someone within our organisation apparently consented to this move, though I'm unable to find out who did, and Adobe Support are either unable or unwilling to tell me.

4. Their suggested method of transferring users from Business IDs to Federated IDs is by having a new account created for them, and the user manually copying over their data (in some cases several GBs of data).

Quite frankly, Adobe imposed a change on us that we didn't want, particularly being partway through a migration, and refuse to accept responsibility for the issues they've caused us in preventing us from continuing with our migration.
