User Management API availability

I have Adobe Account ,but user management API is not available to my account.

For Authentication it requires System Admin permission , which my account don't have.

 

How can we test the working of user management API if that is not available. Because before moving to production we should have trial versions using which we can play around the API.

 

Appreciate any help.
