Users Management API not available on add

Hello, 
I'm not sure why I'm not able to view and add the User Management API to my Developer project, since it's not even a paid service, it should be there by default right?

If someone says that this might be because I'm not on an enterprise license, please direct me how to confirm that I am, as on the Account section on the adminconsole, it says it's annual plan, billed monthly, with a direct contract type.
