Viewing PDFs in Safari - EULA for Adobe Reader issue.

Let me get the basics out of the way:

  1. Have removed Adobe Reader from all Macs in environment
  2. All machines have Adobe Acrobat Pro.
  3. Internet Plug-in is still Adobe Reader 11.0.11

When opening pdfs in Safari now I get a message saying that I need to accept the EULA in Adobe Reader.  After some testing I've found that I only get that when the plug-in security setting is set to Allow.  When set to ASK the pdf opens fine in Safari.  How can I accept the EULA when I don't have Reader installed on my machine anymore?  Why does it only prompt for that when the setting is at Allow?
