Volume License packaging

My customer has purchased 2x Photoshop Elements 15.0, Education volume license "MLP AOO License IE" ( I work in Local Government ).

My question is - can I create an Adobe package using Creative Cloud packager, entering the serial number when prompted?

I've put this to my Asset Mgt Team who say as this was not purchased as a subscription product, and purchased under "Education" then I shouldn't be using CCP to do this, I'm not sure this is correct.

    Yes you can create a package for PSE 15 and use your serial key for its creation.
