What is going on with forced consolidation of accounts???

I've been a loyal Adobe user until now...

Today six random people from my company were added to my group's creative cloud account without my authorization. One of them was a one month Acrobat subscription that expired six months ago - now it is a full CC account that I am now expected to pay for. Three of the others are expired CC accounts. None of the people (who have been very nice btw) that I can actually get on the phone can tell me why this was done or have the ability change it. They keep pushing me back to my Customer Success Manager who threatens " heavy penalty fee going forward" if I don't combine people from other groups into my my group's plan.

Is this the right way to treat a customer?  What is going on?????
