Where to get Adobe InDesign 2023 that is no longer available on Creative Cloud? (Government sub)

Where can I download Adobe InDesign 2023, Version 18.5.2? It’s no longer available on Creative Cloud, and all the newer versions cause serious issues with Bengali, Arabic, and Urdu languages. Only Version 18.5.2 can handle these files. I tried copying InDesign 2023 from another Mac, but I received a system error message saying, “Adobe InDesign is missing required system fonts or CMap files. Please reinstall InDesign.” Please help!

Since you have a Creative Cloud Enterprise license assigned, please get in touch with your administrator for assistance. Admins manage apps through the Admin Console.

Unfortunately, contacting an admin is not an option in my case; otherwise, I wouldn’t even be posting here. If anyone has any insight into how to obtain an older version of InDesign that is no longer available on Creative Cloud, I would greatly appreciate it.
