Why can't I download templates from Adobe stock?

I got a message every time I try to download templates from Adobe Stock "contact your administrator if you want to add Adobe Stock to your account"

Hi,

I checked your entitlement and I can see that you have been given access to an All Apps plan but not to Stock. Your organisation does have a Stock entitlement so the Admin should be able to add you to that plan on your Admin Console.
