Why is only one of multiple users being asked to enter a birthdate for ' recovery purposes'?

This is a business account, I have 20+ users using multiple services, but only one person is being asked for their birthday. Is there a way to disable this so that they can use the product?

@Troy23948097xjow The prompt to enter DOB generally comes when the user is signing up for Personal Account using the email ID for the first time. It is for user and account validation. 

Please check if the user is using the correct identity type while accessing the account and confirm the workflow.

i think users need an enterprise or federated id to forego the dob prompt, https://helpx.adobe.com/enterprise/using/switch-user-identity.html
