Windows 10 Error code 87

I have been dealing with this error for days.

My Adobe CC refuses to update, the update will hit 2% and then I will get Error Code 87
I have tunred off windows installer, I have run in selective start up, I have run commands, I have tried to uninstall and reinstall but Adobe CC won't allow that because other Adobe software require CC to run so I can't even do a clean reinstall, and the same error happens when I just try to normally install CC.

I like AdobeCC and have been using it a decade, but I am at my wits end and ready to just ditch this ecosystem for something more reliable and affordable.
