Workstation Licensing

I work at a small agency where we have two workstations set up for contractors to use.  We need to have Photoshop and Illustrator on those machines, and I would like to keep those versions up-to-date.

Individual CC licensing is not appropriate, because it is a violation of the CC TOS for someone else to use the account.  That is, I can't log in with my personal CC account, install the software, and then let a contractor use it.  Likewise, Enterprise CC licensing doesn't work, because for small teams, it requires individual licensing.

What I am looking for is a license that allows the installation of Photoshop and Illustrator on a SINGLE machine for ANYONE to use.  Is there such a thing?
