Mini-TOC spacing is off, and it doesn't seem to be anything like "balance columns"

I generated a MTOC for my document but it jumps to the next column way before it gets to the end of the first column. I "balance columns is unchecked in both the "Customize Text Frame" and "Column Layout". Any idea what's causing this (and how to fix it)?

    Or, perhaps there is a keep setting on the paragraphs that begin with §172? Do they all have a keep with next enabled? Check Paragraph Designer > Pagination properties

      Do you want the MiniTOC to balance above the remaining content in two columns?
      Try setting the paragraph style for the MiniTOC to span columns.
