Repeat placement print lay out in illustrator

I spend to long duplicating rows, I can not make a grid pattern as I am working with photos, not objects. Ideally I would like to have something a bit like an avery label template! 

I have tried to just replace the link but for some reason the quality is lost.

I hope this makes sense to someone out there.

    You can work with photos in a grid pattern.

    Use the Transform effect, once for horizontal and add another Transform effect for vertical.
