Can you try and reboot the computer?

If that does not work, reset the preferences. This will erase all your settings. https://helpx.adobe.com/illustrator/using/setting-preferences.html

Restarting the computer is not the issue, it happens at every usage on every login and fresh boot. Also, Illustrator has no front screen on loading.

Resetting my preferences as per your link has not changed the fault in any way
