Strange anchor point appearance

Can anyone tell me why the anchor points in this Illustrator drawing have a very strange appearance? Grateful for any advice about this.

Possibly an instance of the issue described here:

There have been a couple of similar posts about this display issue. As far as I remember no reliable methods had been detected to cure it.

Please show us a screenshot of Outline view and also the Appearance panel with selected object.

Thanks for your response. I have attached 2 outline views. 1 shows the layer when unselected, 2 shows the layer when selected, - which show very odd loking anchor points. I have also shown the appearance panel.

Just how mayn sublayers are there in that layer "CUT"?

Are you sure that this is just on one layer?
