Vector smart objects in Photoshop won't open in Illustrator

Photoshop won't open vector smart objects in illustrator. When I double click on the smart object, it says "the application 'adobe illustrator 2022.app' can't be opened." and it has a number "-1703" below the message. I'm on macOS Monterey 12.3. And have the latest adobe software from the creative cloud. i uninstalled, reinstalled, so everything should be up to date.

It is supposed to be fixed in the latest version, can you upgrade?
