Is there any way to add a bleed and crop marks within the Illustrator iPad app?

Hi @lucy_2374, unfortunately, these capabilities are not currently supported in the Illustrator iPad app.

A workaround solution for faking a bleed would be to make your file the size that it would be with a bleed.
For example, if your file needs to be 11"x8.5" with a .125" bleed, set up your file as 11.25"x8.75".
