Brush in illustrator will not stay on fill, it will only draw in stroke

When I try to draw in illustrator I can not use the full, it reverts to stroke only on my iPad. How have you not fixed this in over a year. I pay $70/month and can not use the most basic tool illustrator?! This is my lively hood. Why am I paying for a service that does not work at the most basic level
