Can I import Photoshop files from an Ipad to Illustrator?

Photoshop has features that Illustrator doesn't. On the Ipad air is there a way to open Photoshop files in illustrator?

If you mean from PS to AI on iPad for both apps yes you can.
Just go to Import and open in Illustrator, navigate to where ever you saved the Photoshop file and open it. You'll have to decide between Converting layers to objects or Flattening layers, other than that you can definitely open across apps on the iPad.
