Cannot move object to a new layer

I get the message "cannot move non-layer object to the top" when moving an object between layers.  See attached video.

Hi Phillip,

 

Please expand the Layer (in which you are dropping the object) by tapping on the little arrow on the left of the Layer name and then try to drag and drop, It seems the trick is, it's only working if it's expanded. I'll also double-check with the team if that's an expected workflow or an issue.
