Capture Shapes to Illustrator App

Illustrator app can't open shapes from Capture, but Adobe Draw can? What am I missing?

Why is it do hard to access both libraries and cloud docs from CC?

If you want to place a shape from Capture, all you have to do is tap the Place image icon, choose Libraries, and choose your shape:

but as an image, in Adobe Draw you can draw inside the vector or do whatever you want, In Fresco another layer opens here. do you understand me?
