Illustrator won't open gif or jpeg files on brand new iPad pro

I go to find the files on iCloud and they're greyed out. I save them to the iPad and they're still greyed out. I have a simple 5K gif I'd like to open and a bunch of small jpegs - what am I doing wrong?
