Image size changing when export as svg

I have an image that is 6 inches in diameter when I export as svg and load into my machines program the diameter is now 4.5 inches.  What can I do to make sure the size doesn't change? When I export as pdf the file is perfect.

Is the actual image changing size or just the background?

Does your image go all the way to the edge of the artboard?
My understanding is that a PDF will create a file based on the artboard size.
While an SVG will create an image to the edge of the image only.
