would like some guidance on how and where I can change the background of an artboard within Illustrator for the iPad. Thank you!

If you need a background color, draw a rectangle that has the color you want.

If you need a background color, draw a rectangle that has the color you want.

Yes but this is not the "correct" way since you still lose functionality since you cannot use the grid system for measurementes.

As far as Illustrator is concerned this is the correct way.

I don't remember the iPad interface. You could check whether it's possible to show the grid in front of the artwork. On the desktop that is possible.
