Unable to draw a filled shape with a fill color less than 100% opacity

I created a layer then used the pencil or pen tool to draw a shape.  The shape is always filled with a color at 100% opacity.  How do I draw a shape with a fill color at less than 100% opacity?

This did not answer my question. I want to draw the shape with a fill color of a certain opacity, not set the opacity of the shape after the shape has been drawn.

I can answer this for you:
Go to the layers pallete while you have the shape selected. Then go to the Properties window (see image below selected properties third row from the top icon.  Look down at where it reads "opacity" and then simply lower the opacity to the desired percentage.

How do I draw a shape with a fill color at less than 100% opacity?
