Thanks for reaching out. Please check out this help article to know how you can use Graph tool in Adobe Illustrator desktop version.

I am afraid it is not available in iPad version yet, I'd request you to take a moment & share your feedback about this on Adobe Illustrator UserVoice(https://illustrator.uservoice.com/). This is monitored by product team & they might look into it.
