I want to print a booklet using 8 1/2 x 11 paper. I want two pages on each sheet of paper. On some sheets, one of the pages must be rotated so when the booklet is folded and stapled, each pagew is correctly printed. How do I rotate the elements on one half of the page.

Set up your booklet in reader spreads, with 5.5 x 8.5 inch pages. 

Then use InDesign's or Acrobat's print booklet feature, or your office printer's bookleting settings.
