ok im new at that this, I'm getting into printing of multiple medias with and ink-jet printer. my question is though if you scale down your image size to say the 9.6 in x 4.8 in and up the dpi, when preforming your print how do you scale it up so you are not printing a 9.6 x 4.8 in and you get your 8' by 4' print out? thanks guys

But why work at the 10% scale? InDesign lets you make a 96"x48" page.

A page can be scaled in the Print dialog. So assuming the printer is capable of printing to 96"x48" paper, it would be just a matter of selecting the correct paper size and and setting the scale percentage. Here the Paper Size is 96"x48" and the percentage is 1000%.

Image pixels would also get scaled, so if an image's Effective Resolution is 600ppi its output effective resolution will be 60ppi (600/10)

Any large format printer is likely to support scaling, in its own way.
