a problem writing text in Hebrew

How did you set up the paragraph style? Might be a forgotten setting in nested and initial style or GREP style?

Font used could also be an issue. Try using another font that has glyphs needed for Hebrew

Thanks for sharing the details and the screenshot. Could you please confirm the version of InDesign and the details of the OS being used? Please try switching your paragraph composer to Adobe World-Ready Paragraph Composer, then make sure the paragraph direction is set to Right-to-Left in the Paragraph panel. If you don't see those options, enable the Middle Eastern features in InDesign by going to Preferences > Type and turning on the World-Ready Composer.
