Achieving Parallax Effect in InDesign Publish Online

Question

Possibly a better fit for a Spark doc (if Spark still exists)
 
In my publish online (PoL) experiences, 
- a PoL doc opens in a default size (either full width or height depending on the device) - a challenge to scroll
- I don't see a Parallax setting, would this need to be an HTML insert from AE or a diff program?
 
Any other challenges / work-arounds / experience is appreciated!
 
I'm using InDesign cc 19.5

Spark seems to only be a mobile app now - I don't see a Spark-like option in the template-heavy Adobe Express, which may have knocked the Spark desktop app out of the lineup.
