How do I add lines above and below text in indesign.

I inherited this file and want to change it.

Those are probably paragraph rules (below, as aooposed to above) as described in the Help article Jongware linked (and he edited the link, which you won't know without coming back to the web page), but the same effect could be achieved using a table.
