Add Page Function Reversed in InDesign

Using the current Indesign. I set up a template for adding  text, and the text overflows so that I need to add a new page.  For some reason add page is reversed.  When I set it to add page after, it adds the page before the current page, and when I select add page before, it places the new page after.  Any suggestions on where to fix this?

Win 11 if that makes a difference.
