I think (seeing the image above) you are refering Acrobat PDF notes, that can be responded in the PDF file.

If you want to create notes embeded in your text/frames in Indesign and to be able later to see those same notes as a PDF using acrobat reader, do this:

1. Create as many notes you want in your indesign file, clicking on the notes tool and placing them in your text;

2. Save the file as an indesign document and do not export to PDF (this option, at least until now, doesn't let you pass the notes to PDF);

3. Use instead InCopy app to open the indesign file and export to PDF (an option there permits to embed every notes on pdf to be converted in acrobat pdf notes;

Hope it helps.

Not footnote.

Indesign Notes.

Word application and pdf application having the future. It is possible to reply to a Sticky Indesign Note in indesign.

No it is not. I just checked the "What's New" feature list on InDesign Help | New features summary and it is not mentioned anywhere. It is also not mentioned in the Help: InDesign Help | Adding editorial notes in InDesign

InDesign is a different program than Word. InDesign is also a different program than (uh) "pdf application" (not sure what that means but I'm sure InDesign is different). Contrary to what you state, it is not possible to reply to a Sticky InDesign note (other than clicking inside the note and tpying the text in it).
