Adding multiply to select cells

Does anyone know if you can add the Effects Multiply to select cells or rows within a table, or does it need to be apply to the entire table?

Effects are applied to a whole frame, so no, you can't, neither than you can't apply an effect to a letter, a word or a paragraph.
