Adobe Garamond Pro "activated" (all six) but still "missing" in indesign

I had to move a project to a different laptop, and now whenever I open a chapter, it tells me all fonts are missing, and it suggests to replace all of them with the same standard font. 
I never understood what it actually means that a font is "activated". I thought it would mean that the font would be downloaded as needed even if it would only be available for use in Indesign.

I also thought about downloading it myself and installing it in Windows 10, but when I visit https://fonts.adobe.com/fonts/adobe-garamond#fonts-section I see no opportunity to download it. That page just tells me that the fonts are "activated". 

How should I proceed?

I never understood what it actually means that a font is "activated".

With an current Creative Cloud subscription, you can browse thousands of fonts from hundreds of type foundries from within InDesign, activate them instantly, so that you can use them in your document. Activated fonts are available for use in all Creative Cloud applications.

  1. Are both computers using the Creative Cloud version of InDesign?
  2. Were the Adobe fonts working correctly on the original laptop?
  3. When you open a file with missing fonts, the Missing Fonts dialog doesn't tell you to replace fonts that are available for activation on Adobe Fonts—you have the option to Sync them—which installs them for use on that computer, as long as you are signed in correctly. Signing out and back in can fix syncing issues.
