Adobe InDesign feature functions in a government space

Creating an e-Published Brag Book or portfolio of sorts; contains suggested content outline of highlights, graphics, animation, video, interactions, animated timelines, and an accomplishments summary; the product will be delivered by an internal Microsoft Teams link possibly, document, SharePoint site/and or public website, as well as print as required. I have a question about the functionality of Adobe InDesign features under a government license; also searching the Adobe Support Community to discover current solutions. Right now, certain functions are blocked possibly because of system firewalls, software settings, configuration, or malfunction. I would like to find out if Adobe has offered a work around extension for player automated features to Government customers, or if I can get permission to download and use a third-party extension authored by Ajar Productions, which produces HTML5 to access the final product. Does Adobe have a workaround or is InDesign compatible with this third-party extension? Do I need to whitelist a location for publishing online in this space? Do you have any other suggestions?
