Arabic in InDesign without access to cloud

Question

Hello,

I am working for an agency where we are not allowed to use the cloud setting of Adobe. In order to follow some tips I found in this forum, where you are recommending to install a copy of InDesign that supports Arabic, I need to have access to the cloud. Is there any way to do this without cloud-access?
