Thank you for sharing the additional details and for already trying the suggested troubleshooting steps.

Could you please try creating a new custom workspace based on "Classic Basic Elements", save it under a completely new name, then close and relaunch InDesign to check whether the custom workspace is retained? Ref: Create and manage workspaces in InDesign | InDesign

I'd also like to understand whether the behavior is specifically related to opening files from Finder. Could you test by launching InDesign first, selecting your preferred workspace, and then opening the document from within InDesign instead of double-clicking the file in Finder?

If the problem persists, please rebuild the preferences manually rather than using the in-app reset option. You can follow the video at the bottom of this article:

Are you using any third party plug-ins? If so try disabling them and see if performance improves.

Also, try choosing the workspace that you need with no documents open and then immediately closing the program. When you relaunch InDesign it should keep the workspace selected.

I suggest you reset your InDesign preferences back to the factory defaults to see if that sorts the issue out. You can do that under the General tab in InDesign Preferences, then closing and reopening the application.
