Ich wünsche mir eine Aufgabenliste, die man ggf. sogar abhaken kann.
Damit kann ich in jedem Dokument sehen, welche Aufgaben
noch offen sind.

Maybe i design an addon by myself.
I have many ideas to improve InDesign
and i alsways wonders why those things
    are not implemented.

It’s not impossible to develop such an addon. It will, however, take quite a few hours, even with AI help (provided you know where to start and where to go from there).

In any case, you’re probably aware that there are quite a few powerful todo-list apps on the market. While they are not integrated with InDesign, they sure are better than post-its on your desktop you mentioned earlier. Some of them may have an option to view the list from a menubar dropdown without having to leave InDesign.

For something like this you'll have to hire someone to write a script (or a plug-in) for you.

    Adobe should implement a toDo-list.
    Thats extremely helpful.

The easiest would be a separate text frame with your to-do list. And apply strikethrough to the items that you finished. Really very simple.

Can you please describe your desired functionality in greater details? Can you post some screenshots that illustrate what you’re trying to achieve?

I’m not sure… Is this panel part of InDesign? Or a third-party plug-in? Or just a mockup screenshot image?
